(1) The duties and responsibilities of the Secretary of the Council of Ministers and the Secretaries of the Ministries and other bodies shall be responsible for complying with this regulation.
(2) The Prime Minister in the case of the Secretary of the Council of Ministers and the Secretary of the Council of Ministers in the case of the Secretary of the Ministry and other agencies shall monitor whether or not this regulation has been complied with.
